The part of the water that has the greatest pressure is the bottom. The reason behnd is simple, it basically boils down to gravity. Everything on earth is pulled by gravity, this includes soil, air, you, animals, and water. If you stay at the bottom of the water, you are experiencing all the weight of the water above you. This is the reason why dams need to be thicker at the bottom than their top. More water is pushing downwards and therefore, there is more pressure. Imagine if dams had thin bottom walls, what would happen? The bottom of the dam would definitely crush and the wall will fall.
One thing to remember here is that pressure in liquids is only dependent on the depth. It is not affected by temperature, or direction. This is also known as hydrostatic pressure which operates under Pascals Principle.
